(AS = auto shot, MS = multi-shot, SS = steady shot, ARC = arcane shot (rank 1 without a shadow priest prepatch, highest rank in 2.1 in any situation) SIL = Silence shot)
auto->steady+multi

auto->steady+arcane
auto->steady
(and repeat if your poste-hasted weaponspeed is slower than 2.5s)

(you'd have to spec improved arcane shot though which sucks but might be worth it in this case)
